is climbing four days after sandy made landfall. so far, the storm has claimed 74 lives in the u.s. more than five million homes and businesses are without power along the east coast. most of the outages in the new york area. in the meantime, president obama saw the damage on the jersey shore firsthand yesterday. during that tour, the president pledged federal support for the long haul. >> pepco says it's restored power to all of its customers affected by sand dominion hopes to do the same by tonight. about 1,700 of its customers are still in the dark. that number was over 3,000 just a few hours ago. more than 4,000 bge homes and businesses in our area have no electricity. most of them are in anne arundel county. novak is working to restore four a little more than 250 customers. >>> some students will have another day. in anne arundel county four schools are closed. chapel forge early childhood center in prince george's county is also without power, as is lewis town elementary in frederick county, maryland, and all schools in pendleton county, west virginia, are closed because of power outage

in the wake of superstorm sandy. look at this. it is what a return to normal looks like post-sandy this morning in new york and new jersey. massive gridlock. thousands upon thousands lining up, waiting for public transportation in certain spots. this new video taken within the last hour in brooklyn. all of these people hoping to board a bus to get into manhattan. on the highways into the city, police check points and hov restrictions in place. look at that line of cars. only cars with three people or more are allowed to cross bridges and tunnels on to the island. they just made an exception to that rule saying that black cars and taxis are exempt. however, these lines are stretching for miles upon miles. meanwhile, more staggering news on the terrible toll of this storm. more than 80 people now confirmed dead. damage estimates topping $60 billion and climbing. 5.6 million people remain without electricity. the national guard has been called into communities like hoboken, new jersey, where tens of thousands are reported stranded by still high flood waters. president obama will retur

woos would be added. it's so intriguing the dynamics playing out in the northeast with sandy. when we started with a big calendar ticking down the job reports and the one right before the election, there was some analysis this would be big. it's not. >> one thing that's sort of odd and interesting about this is the three states with the worst unemployment levels, california, nevada and new jersey are solidly democratic. the whole republican argument that this administration has made things worse clearly is not working in those states where things are, in fact, the worst. in other states like nebraska, kansas, north dakota where there's extremely low employment because of shale gas and agriculture, republicans are winning. it's an interesting dynamic in the election in that respect. the real challenge for any new administrati administration, whether it's president obama or governor romney, is we treat it as a national problem and we have huge varieties between states and education levels and gender. >> let's talk about the psyc psychology of it. are people looking at the numbers and me

that they tell you about now. it involves you of victims of super storm, sandy who cannot return home or have no home anymore. our joe johns is following us in washington on this story. but what he is following is that new jersey governor chris christy is now saying that people in the affected areas of new jersey, people affected by hurricane sandy can now vote electronically. they can vote by e-mail and they can vote by fax. it is an interesting turn. joe, what are you finding out about this? >> well, it's a very interesting turn, don. as you said, in response to the super storm, the governor has issued a directive. this is for misplaced voters that can submit ballot applications by e-mail or by fax to the county clerk. the clerk sends them a ballot and then they have to return that ballot by about 8:00 p.m. on tuesday. it sounds highly unusual. to some, it may sound off the wall. but the fact of the matter is, in an emergency situation, there is some precedent for it. the united states actually has a program for military and overseas voters to basically do very similar things. so chris chri
